what is the reason u want it? from what i see the game become more harder and harder but thats just one illusion with mobs HP scaled.
if u want the game to be harder use 100x HP mod like i do.

AFAIK there is no cheat table that can change the NG+ flags. However, there are mods that can weaken the enemies in NG+.
There isn't because nobody has bothered to do it. It would really help since it goes beyond +7, possibly up to +33.
How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1
I'm simply looking for a way to edit the pictos being unlocked for all party members, instead of having to equip one, do 4 fights, etc. Is this possible? I have SO many pictos I have to unlock and just don't want to spend 3 hours unlocking them all lol

I know there are people who have looked into it and been unable to change the flags. Your only option at this point is doing it yourself.
EDIT: I took a look into the JSON myself to see if I could find anything flag wise and can't find anything but I am not actively doing save editing for this so not to say there isn't any mention but nothing I could find.

I can confirm that it only goes up to NG+5. Simon for instance goes from around 90m health at +1, around 120m at +2, 140m at +3, 160m at +4, and 180m at +5. Battle loot is 47k/59k/68k/77k/86k.
Didn't really need it anymore since I was already on my 6th playthrough but I edited it to +33 and unfortunately there wasn't anything special and the values remain the same as a +5 or +6++ save.

What value is used for the very first game? 0? I have a save on NG+3, I want to switch from it to normal first NG later.
Does the Patreon version still work on 1.2.3? (the edit lumina and skill points in particular)
and a further question regarding that: is there a way to increase color of lumina with the patreon table?
You could when I had it. You enable the item list and it will write out all items you currently possess. Both usable and key items. Then you find the one corresponding to Color of lumina and set it to a high number. It's stored in 4 byte, and can exceed thousands.
