How can we edit level from tachyon book to change prism from 1/1 to 0/1 seems more efficient to not get the bubbles until later since they don't claim until picked up

Tesseract upgrade levels are stored in Arcane (don't ask me why, dumb lava coding). Not sure why you are worried - you can simply edit OLA index 383 to control the amount of prisma bubbles.

WHILE YOU HAVE A TEMPEST BOW EQUIPPED, use the following code to made modifications to it.

chng bEngine.getGameAttribute("EquipmentMap")[0][1].h["Weapon_Power"]=y

Speed will make the bow 11 speed - do not go higher
UQ1val will increase the base misc bonus - I personally have seen this go up to ~30 (in W5 with appropriate bonuses)
Weapon_Power will increase the base weapon power - I personally have seen this go up to ~50 (in W5 with appropriate bonuses)

Happy to report, this works with the Arcanist's Weapons.
Added a line to it. below.
#1 is weapon speed.
#2 is Misc #1
#3 is Misc #2
#4 is Weapon Power

will give you an array size 100 which contains the upgrade level of all bonus from the Tesseract
