Tried found total mileage and total CP pointer with this, I can edit this on my computer even restart the game but i am not sure it can use on other computers.
Can anyone try this? Thanks

How do you upgrade or modify a specific car? I'm confused on how I can target the car to modify. I want to have more than 500 hp in a Suzuki Alto Works, lol!

edit you save file with Notepade++ to me values (find you car example me is ZC6 and has name ZC6 in save file find EVehicleTuneLevel and change me provided number)

Nevermind.
I'm dumb. I didn't see the car ID at the top of the section I edited.
I changed the AE86T which worked like a charm lol

I have tried using notepad++ to modify my Suzuki Swift starter car and it has been running well.

However it seems like the game does not overwrite the game progress subsequently.

Has anyone encountered such issues?

I found the unlockables line for the "vehicleTuneLeve'" below my list of cars so I edit that instead and set it at level 9 all of them. Turned out Power only maxed at Level 8, other parts at level 5, LSD and Nitrous at level 3. I think I know how the Legendary Tuner works, he makes the parts temporarily boosted one level, so that's why Power can be manually edited to 9.
The game will crash if you attempt to use Legendary Tuner when your equipped parts is level 9.
Thanks for the tips on editing save data. I think I will stick to this "kinda legit" way when you still need to buy parts rather than have it instantly at level 9.

AS OF NOW WE CAN CHANGE CARS :p how it's simple so ( Same edit with Notepade++ )
1.First find you car
2.count how many letter your car has (exmaple ND5RC - has 5 letter and can be swapped with ONLY CAR THAT has same numer of letter exmaple BRN34)
Thas it

ONE IMPORTANT THING if you edit to Early in progress game will give you AE86 ( insted of your car you edited ) but with HEX it work's like it should
