sounds like an av or safe browsing is still active, if the error is in the browser downloads, try right clicking in the download list on it and allow the download. (alternatively use something like Jdownloader 2(download manager)

Its doing nothing regarding the anticheat, i heard they have been strict, so yes major changes might get you banned, im not actively playing the game so i cant tell you much at this point. (except that moderate changes or changes at its core don't trigger an automatic ban)

I would assume they fixed the usage of banned accounts long time ago but i havent checked into it much, will do at some time.
