I made an Ignore Needed Materials for Enhancing. To be able to Rarify to silver dragon the equipment must be DragonForged. I could not narrow down the opcode to ignore that requirement.

use the "Highlighted Item" cheat to change another item ID like a rock or herbs to "00DF:Skeleton Key". Throw it into storage and pull it back out. Or Save and load the game to see the effect.

Sry for the late response, actually in that moment i just disabled the other inf item, cause it was activated, but i still get many instances where i can't activate for reasons like yours.
