As far as i know, there is no option to change that, but u can buy fragments with 0 cost with mtx in gem shop, than buy chains until u have the one u need

Pretty much was looking around in the tables in the EquipmentOrder (gga Equipment Order in console lists the IDs on the equipment you currently have equiped) EquipmentKeychain(randomnumber) showed up for me in the table and all i did was wrote in chromedebug: bEngine.getGameAttribute("EquipmentMap") then went to the ID in the 0 array column found the ID of the chain i wanted and all i did was update the values the stat I wanted.

Example:

AGI: 0
Defence: 0
LUK: 0
Reach: 0
STR: 0
Speed: 0
UQ1txt: "%_MINING_XP_GAIN"
UQ1val: 12
UQ2txt: "%_MINING_XP_GAIN"
UQ2val: 12
WIS: 0
Weapon_Power: 0

only changed the UQ1Val sections and it changed for me in the game... pretty neat huh
