Technically that's how much research you're making per turn. As you pick up research from other sources (pickups and quests and locations) it's added to an overall pool of research points (which if big enough will sometimes just let you instantly finish techs). It doesn't reflect on the bar at the top.

Just pointers for Resources and units.
Resources Pointers: Energy, Cosmite, Knowledge and Influence
Activate script, click on your city and the addresses should be filled up. For knowledge, freeze the value to the amount you want and end turn to get research completed. The values for resources may look unchanged but they are in effect.
Movement Pointers: Movement Points and XP
Activate script, click on an army and then click on a unit's portrait (Open up their unit details panel) and the addresses should be filled.
Update 1
Resources Pointers: Added both Current and Max Tactical and Strategic points.
In-combat Tactical Pointer: Current Tactical points in-combat
Activate script, once in combat, check if address if filled up. Otherwise, click on tactical panel and check again. You can leave the script on. But don't freeze the value once you have come to the end of combat. You won't get problems, but it is safe than sorry to unfreeze the value for each end of the combat. Value can be changed.
I left some codes in Advanced options for debugging. Hope it works and have fun.

After playing for awhile, I would definitely like to see some Diplomacy cheats. Being able to quickly absorb Local Factions (without them complaining about you helping other Locals) or forcing AI to concede things to you would be nice.
A few other big ones on the wishlist include a God Mode, instant production of units and structures, rapid growth of pops to allow for rapid annexing or an instant annexing option, a quick casting/priming of Operations, and an increase on the number of Doctrines you can use.

I'm hoping that Recifense is working on a table and it will be released soon. Recifense makes great tables for 4x and tactical combat games.
