So, until the console command thing cheat gets fixed, here's a way to kinda-sorta use console commands at the start of the game, by way of using the on_startup on_action.
How you install it is you open the zip, and then drag and drop the contents into your "Documents\Paradox Interactive\Hearts of Iron IV\mod" folder.
Then, open up the "onStartCheat\common\on_actions\99_cheat_on_actions.txt" file, and read what I've written in the comments, and that'll be your first foray into modding a PDX game with the sole intent of cheating. Obviously, as a mod, you will need to have the table extension downloaded and running, and activate "Enable Modded Achievements" before you reach the main menu.
