It was JUST working. I closed out cheat engine to update to 7.1
Now this "ABO" error appears when i try and check the red box. i'm a newb to CE.

try restarting the computer. other than that, look at your mod list. if a restart doesn't fix it, then it's most likely a mod that does this to you. a total conversion mod like Star Trek or NSC, or maybe even a simpler one. you could also try fixing the AOB sequence for yourself. it takes a bit of reading and about 2-3h of work (if you're starting from scratch), but it's doable. the hard work has already been done.
you don't comment it out. you search for the parts of it that can still be found and modify the checked AOB sequence to fit your game instance and get the script running again...
I believe I've checked all of the posts... I can't seem to get the rare minerals such as 'exotic gases, dark matter,...' to change from zero. I've selected the 'Minimal Special Resources'. Does it take a period of time before they change or perhaps I'm doing something wrong?

Most likely reason is that you are using mods. The resource cheats in the table only work for vanilla stellaris (i.e. no mods at all).
If that was the reason you might want to use console commands instead to give yourself a leg up on your strategic resources.

Stellaris is fickle that way. Added two spoons of sugar to your coffee today instead of the usual one? Congratulations the resource pointer no longer works.
You need CompactDiscs table extension to enable console use in ironman games. How to use the correct console commands you can find in the stellaris wiki.

Ah! I am indeed in ironman mode. I'll get CompactDiscs extensions. Did the original author of the script happen to mention what DLCs they installed? I only purchased a handful as I wasn't sure if the game was worth it. Seems like it is.
