Activate "100% Win Chance" once, then you see a Negative Value, deactivate script again and it go to 100%.
Activate Unlimited Money once, then you see a Negative Value, deactivate script again and it go to a high value
For "XP Controller" you need one mission to get the pointers.
How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1
You do one or two missions with your workers, and you should get 1 level
"One Mission = One Level" was turned on:
when I built everything for firefighters on the quest "expand firefighters division" it began to spawn a lot of firefighters. After disabling the "One Mission = One Level" spawn stopped.
It was on the 4th map. On the first map, the same happens when the medical division opens.
probably this option should not always be enabled. 1405/26 firefighters
