I just downloaded the dx12 beta and downloaded the DX12 Table and that works fine. But the dx11 table is freezing the game when using dx11 version.
Not sure really, but I cannot recommend the DX12 version, that WORK IN PROGRESS label staying on screen for the entire time alone is enough to not be worthwhile for me, even if you start the DX11 version with DX12 installed you will still get that label, i uninstalled DX12 promptly after making the table for it.

Are you on the Free Weekend version or retail? make sure to get the correct table for whichever version you're on, they are different. If you do have matching version / table I don't know, try restart everything and try it again? It should work.
1.16DX12 = Latest version of the game WITHOUT DENUVO + DX12 BETA.
1.16 Free Weekend = Latest version of the game WITHOUT DENUVO.
Basically this. The 1.16 is the version steam will install if you do nothing else but have the game in your library, the 1.16 DX12 you have to manually input a code in steam to get the DX12 option (which i do not recommend but in case you want it for some reason) and the Free Weekend version is an exe they released for the Free Weekend where they forgot to include the DRM (Denuvo)
If you just have the game on steam just use the 1.16 version.
its working on online championships with friends ? if i will change grip level (player) it will change to only me or my friends also ?
Don't really know honestly. I made this for playing against the AI only. I'm sure they put in some kind of protection for online play but i didn't test.
I've increased the AI tyre wear so they would make more pitstops during a 25% races but they still refuse to do so.
Is there a magic number or do I need to do something else?
Sadly not, the AI is cheating, they will continue driving with 100% tyre wear (though they will have slower lap times if they do as it does affect their grip level)
Unlike the AI if the player car gets to 100% wear the tyres will blow up but it never happens on AI cars, they will just be slower. They generally do pit more often with worn tyres (specially on longer than 25% races) but is no guarantee. I am not entirely sure how the pit strategy is decided for AI cars.

I experimented using your table and another mod to further increase the AI wear to at least 400% and the cars that start top 10 do go for the extra pit stop, but due to the short 25% race distance they lose too much time in the pits compared to the other cars that started out of the top 10 who are 1 stopping so it's a real mix-bag of results.
It works out better to start 11th or 12th than it is to start in the top 10 and if you qualify 9th or 10th you're gonna have a bad day.
