Based on the testing I have done, Tempered Status is stored somewhere else and not in the monster itself. Here are the patters I was able to dissect so far (T) being Tempered, but yet they have the same values as a non tempered monster. So another offset must be storing the tempered status.

Two things, while the values are random between runs, you can still use any of them and they keep their meaning, the random key, which the game uses is contained in the part that I called "obfuscation calc values". I just tested that. So you can make a list for yourself. I'm working on deciphering these now.
And another thing for the rewards, instead of making it harder on yourself and lowering the allowed faints or something, you can always increase the reward value instead and reach the same maximum rewards that way. So if you have all the best conditions for your mission, maximum money etc. you can always set your rewards higher and still get 5 gold rewards. So it's not money vs rewards, as nearly all things affect the reward (but never the maximum reward level).
If you set those too high just to get 5 gold/5 purple you get "You have not met the requirements for this quest". You need to use a proper combination of faints, difficulty, targets, time, etc to get a good 5 gold/5 purple.

There's certain limitations on 5 reward boxes on investigations; it's a mix of number of faints, number of party members, time to number of monsters, and finally tier of the monster(s).

Tempered Elder dragons are easiest to sort out for 5 rewards;
2 players, 15 minutes, single cart gives definite 5 boxes. Any more lenient and it seems to decrease the number to 4 boxes.

Tier 2 Tempered (Rathalos, Azure Rathalos, Diablos, Black Diablos, Bazelguese, Uragaan, Lavasitoh, Odogaron, Legiana, and Pink Rathian) are more lenient on 5 reward boxes.
You can have 4 players at most with these BUT the
time to number of monster relations come into play here on top of cart count.
E.g. I've got a Tempered Azure Rath, normal lavasioth, normal bazelguese investigation;
4 players, 2 faints. Key points here being time limit is irrelevant for 3 monster investigations as there's only 50 minute option so far.
Adding to the above, I've got a Tempered Azure Rath and Tempered Bazelguese investigation;
with only 2 monsters the maximum time limit I can put for 5 reward boxes is
30 minutes, on top of having only 1 faint limit , if I want a 4 player party limit. Increasing any other parameter decreases the reward to 4 boxes instead.
From that, it seems as long as the 1st monster is a tempered regardless of tier, the rest of the monster in the roster's tier/ tempered state doesn't seem to matter all too much in a multi monster investigation if you want 5 reward boxes.
[*][*]Just highlight the investigation you want to edit, start setting all limitations to its strictest, work your way up and see if you can get a lenient enough combination that allows your own desired parameter while taking number of monsters in a quest into account. This has gotten me at least 4 reward boxes tempered quests for 4 players with 2 or 3 carts depending on the monsters in a quest, all of which are playable with no issues whatsoever.
