Just wanted to say the first method (disabling EAC via .dll file) worked perfectly. I don't even know what it did, but it worked, so I decided to sign up to this site and say thank you!
Steam 006 dlls arn't working for me nor is the editing of the current fc_m64.dll. Steam006s is ctd before game load and the editing of the dll is giving me a ctd not long after saved game load.
Just in case you were trying to use the existing older tables don't use these CE tables with the new version, Gir and Lowbit has 1.5 compatible tables in the other thread near the end of the last few posts but the FC_m64.dll file shouldn't cause any issues and the pre-patched ones should also remove the risk of editing the wrong address which would crash as the game is starting.
The older tables will allow for checking a few of the options and that might give the impression of it still being compatible but will then crash either as you load into the game from the main menu or if activated in-game it'll crash after some time or when fast traveling from what I tested.
Only option that worked stable was the all items one but this is a bit buggy since it locks everything at a specific value and shouldn't be used since it includes things such as money and ammo which is fine but also quest items and hidden items such as perk magazines to where you have to edit it to a smaller value first or the game won't let you pick up additional ones and clear these things from the map. :)

It appears WINDOWS 10 17134.1 itself DETECTS the FILE and FORBIDS it from running.
