Check under Player Commands, and to evade issues do not use player.setav commands as those force values to absolutes ignoring bonus' and debuffs and such. Modav just adds (or subtracts if you want) to things like health for example and keeps unexpected problems from happening.

lol, u cant as far as i know, u must use keyboard to write the code of every perk you want, might be 50 of them, can take a hour
but if there is a "player.addperkpoints 100" then please write the command

There is no console command for perk points - buut there are mods that do that, ranging from non-cheat ones (like one that allows dragon soul -> perk point transformation) to completely cheat ones (like perk points per level modification). Using mods disables achievements, but there are mods that enable them back.

Skyrim can execute batch files. All you need to do is make one of those with the perks you want. There's no command to directly give perk points without leveling up. This is easy enough to also do in batch file. Tell it to give you enough XP in each skill category, and bam, you'll level up to 80 in no time. Then, just use another to knock the values back to zero and repeat until you've got all the perks you want. If you don't want high levels along with it, you can set your level back to a low number. I think with all skills maxed out the game will auto-level you a bit, though, because there's some sort of game mechanics that prevent level 1 player from having full skills or something. But, it's not going to force you to be level 80+.
