Yes its can but you need to unpack the .pak to do the editing.

I only know that t_scale and t_gamescale change overall timescale of the game, but it's more like a small speedhack.

Yes, but more like everything will go in slow motion if set at a number <1

Thanks. I tried the debug function for fast travel. It shows 3d rendered "fast travel" and the character is moving without animation at a rather slow pace compared to horse riding. I wonder if it's possible to change the fast travel speed.
