How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1

So enable, use the "reassign all" button; then you'll be notified of the staff levels increase, develop as needed, then disable when done.

I personally find that the easiest way to do it is using the "Rewards Hook". Just set the first slot to "S++" and choose your unit designation and soldier amount below.
