the Staff Stats Setter and [ In-Depth ] in the staff hook don't seem to be able change the stats of those in the brig. [ In-Depth ] also cant seem to retrieve the stats of any of those in the brig when I cycle through the staff display.
How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1

I actually tried this, but that 999 limit is hardcoded all over the place in memory. At one point I had 10 injections, and it still didn't work; mostly just crashed the game and corrupted saves.

Yeah, it doesn't work for the brig, but it does for the med. bay; and you can also copy existing staff members.
Ah well... That's a bummer. But hey! At least my staff is very strong and I can fill the rest up with event FOB missions. Especially with the invisibility cheat. But thank you for this fast reply!
I think that means you can one-punch a bear, and that is perhaps the greatest thing I never knew I wanted :D

The staff copying is one powerful tool! There are a few FOBs I invade every so often that seem to just never deplete their all S++ female staff, especially ones with rare skills (like Prosthesis so they can use arm abilities).
I wasn't sure if that was due to their insurance? Interesting just because I presume they did some copying of staff members to saturate their FOBs with copied females so that the rest of us can make our staff less of a sausage fest!

Hmmm... I have tested around a little bit with the table and the member count you set as max. With a member count of 1,000 there is no issue for me, 10,000 crashes the game immediately. I will try to find out to which number I can push it without killing it and let you know it. Might take a while tho.
My suspecion is that it depends all on how many FOB and spaces for staff you actually have.

EDIT: Plus you can run into then at a sprint and that can (sometimes) trigger the script too.

Yeah, most of my staff is the same "Smoking Whale" female.
There is also the "Staff Writer" witch allows you to load a staff array that you saved, I use it a lot after not playing for a while to get back the staff I lost.

Okay, I have tested a little around and well, not having a clear number as of now, but I can tell you what my game allows me to do. I can add way more staff than the original limit is and my theory is that it really is based of how many FOB's and their ranks you have. Saying that you have only one whole FOB and Mother base built, I can imagine that the limit of 1000 Members is fitting. I currently have space for 1925 staff members in total. This number brings absolutely no issue to me whatsoever. If I put in 2,000 (or 3,000 Members in that matter) it doesn't crash the game but leaves behind something of interest I think. I have right now over 3000 Staff members (most of them, the default ones being Blazing Wasp with only E ranks in everything.) and 1000 of them are in the waiting room. The rest... Isn't in my list at all. Or maybe they are there but the room can't display a number greater than 1000. And I won't count over 1000 for this. I will show you some screenshots and maybe that can help to improve it a bit. I hope I can replace all those Blazing Wasp's with either Smoking Wale's or manage it to find out how I can change their stats themselves.

Some stuff may have changed after I did my testing, it was a while ago.
May be on the next table I can make it a variable that you can change a little easier. I might even see if I can find the max. in the code somewhere again and us that as the value but still allow it to be changed.

As I mentioned before... I am absolutely horrible with any kind of scripts. And on my end I managed it to not just get an error message telling me that I can only create Staff up to 1000 members, but also managed it to delete my progress of development (luckily only the offline one) aswell as every unique but not story relevant Soldier with abilities. Meaning I will have to revisit some missions again to get stuff done. Just don't ask me how I managed to screw it up, buuuut... If you ever need someone to get your table absolutely idiot proof, take this little vixen here. I am the best in finding things nobody else manages to recreate.
Try the staff writer stuff, you can save your current staff and reload them from file later, this way you can experiment and not worry about losing staff you need.
So basically figuring out the method I was trying out for generating AOBs, well kinda sucks. But I did learn a lot about AOBs in relation to updates. So after I finish fixing this table, I might end up redoing some stuff to help it to work better with updates (even though I don't think there will be any more, but who knows).
