Would be great to get an update, with specifically for research/tech points, as that feature doesnt appear to work; Even like it says to wait a month, nothing, still "??"
Edit: Oh you want to know something, it actually did start working for the tech points. Huh, weird.
How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1

In fact, the table I've made for v1.12 works fine on v1.13 but I though I already uploaded it. So it is why I didn't understand your ask in first, so I came to check it again, thinking maybe there was a problem with the table.
Never mind, table for v1.12 has been uploaded and it works fine with v1.13. Enjoy!

I have GoG version 1.13.0.25864 (Complete Edition). This table works for money and freeze time, but Innovation points may fail.
I load the game, and then load Cheat Engine with this table. I check the Inf Money, Inf Innovation Points, and Freeze Time boxes.
Then I load a save game. If it isn't working I let it play a day or so. At that point the "current..." values are usually set.
Sometimes the Innovation Points just don't load or work and currentInnovationPoints stays at "??", but it is fairly easy to set the Innovation Points manually:
* In Cheat Engine, do a New Scan and set the value to your current Innovation points.
* Set the Value Type to "float".
* Either spend some points, or let the game play to the start of the month so the current Innovation Points changes.
* In Cheat Engine, update the current Innovation points to the new value and press the Next Scan button.
* Now you almost always have only one memory address in the left area, and you can change the value for the current innovation points.
Doing it manually is ok anyway, since I sometimes only want to add a few innovation points but not have infinite amounts.
I played the game yesterday on Steam with the latest table and everything seemed to work on Japan scenario. Buying stuff with the money cheat increases your money, innovation points take a while to work, I guess it needs the game to add new points for you and they jumped to 100k. Time freeze required me to tick both boxes and the game stopped in a few seconds, not instantly.
GOG 1.14.2.27630 + ALL DLC. Seems to be working fine.
*Inf Money – just adds more cash after each spending.
*Inf IP (Points of Innovation) – sets IP to 100 000 after the first month (when the first IP generates for you in game).
*Freeze Time – it does what it sounds, but not only =).
It also stops trains from loading and AI can't do a thing: I can describe it as manual pause even with other pause mods chosen in settings of each scenario.
You could go back in time with it:
1) enable freeze time (firs checkbox)
2) start the mission
3) pause\open menu in the game.
4) write down\remember “currentTime” parameter. Don't enable it.
5) at the end of the mission:
a) pause the game
b) change “currentTime” to the same at the beginning
c) enable the checkbox
d) unpause the game
e) date should return to the beginning of the mission
f) disable the “currentTime” and finish the mission

Other items:
Cities are "4 bytes" and typically in the 125xxxxx range. Search by size.
Warehouses
the quantity and total are both float values. Set a warehouse full of all the things you want, search on 20, then max and re-search on 99.
Then select all and change the value with smart feature by -4. This gives you the quantity value. Change all to 90 (so anything delivering can still come in).
Tech points you can search for a double value, spend a bit and re-search.
1) go to city and see actual pop (Ex: 146,056)
2) go to cheat engine and type the number you saw and press "new scan" and "first scan" (As this: 146056)
Scan Type: Exact
Value Type: 4kb
3) See the results. Usually the city is the first. Starting with 0E00XXXX
4) Change value to desired.
