I doubt I got every effect, but this is the best list of armor special effect codes available as of posting.
Crafted the full Scout Armor set, made them all level 320 at ethereal quality with max familiarity, and reforged until it seemed I had exhausted all possible unique effects.
The Deflect Projectiles (Timely Guard) for arm guards was the only ethereal effect ever to appear.
This effect appeared over twenty times whereas I never saw a single other ethereal on any other armor.

De-/Encryption:
Files are encrypted and decrypted by dragging them onto the exe or equivalently by passing the file path as the first argument when using the tool in the command line. Whether encryption or decryption is performed is automatically determined based on the first 4 bytes of the input file. Decrypted save files always start with 4E 49 4F 48.
Transfering save files to new steam accounts:
Transfering save files between steam accounts is possible with the command line argument -sid [SteamID3]. You can look up your SteamID3 at steamid.io.
I can't get this to work. When I open the program it says "Press enter to exit", but you have to hit "enter" do give cmd prmpt any sort of commands. Is there something wrong with the program, or am I misunderstanding how to use it?

Continuing on from my last post, I'm going to document my recent findings in this new post.
I thought it would be cool to change all special effect text to red and just have an insanely ethereal looking set of items. Starting with a reforged (legit) copy of Deflect Projectiles (Timely Guard) to be sure I had the right information, I grabbed the code for the color/quality and applied it to all the other effects on the same item. At least temporarily all the effects were changed to ethereal. It looked awesome! Now to test it with a save and load.
I load the save back up. Deflect Projectiles is gone and it looks like the entire item was reforged to normal special effect colors/qualities. It even went from having five to seven effects after the reload. But then I see it... "Grace of Takemikazuchi" was now a legit part of my crafted (made ethereal through CT) Scout Armor arm guards. I copy the Grace code over to another Scout Armor piece. It works and I receive the two piece bonus. I only got this game in the last week, but even a noob like me has heard of the epicness of the ethereal sets. Also keep in mind I've not even started my Way of the Strong playthrough. I got excited to say the least.
I found out each item when forged contains some unique flags that predetermine what ethereal effect it can spawn, even if you craft it at white quality. Armed with this knowledge, I forged 11 different pieces of the same armor piece, made them all level 320 (+150)/ethereal/999fam, and repeated the method from the Scout Armor test. Lo and behold all kinds of 'Grace' ethereal bonuses appeared across the 11 armors.
tl;dr - Can't make all special effects text ethereal, but accidentally discovered ethereal set codes usable while not on Way of the Wise difficulty.
