I mentioned amber already. The fact is I recall it doesn't stick. As I wrote, for the imperial authority for example, the Imperial Authority under the "Some Values" pointer points to a value derived from the sum of all modifiers. Meaning if I press the "End Turn" button, the game will recalculate it and the next turn it will reset to the value before.
If you place the cursor over the Imperial Authority icon left of the bar, you'll see a breakdown: elector counts reinstated, prevented civil war, political events etc. that increases the value, and confederation, destroyed elector counts, etc. that reduces it. To permanently change it one needs to search for one of the above values (e.g. political events) and change it.
Since it's unpredictable when I will get what event, it takes a long time and some luck to just find the right values.
