I know this is six years old, but I decided to pick up Warlords IV again and found some of the cheats. I haven't made a table as it's super incomplete. But this is what I have:

Warlords4.exe+2E41F0 - This gives you Mana (change to any positive integer)
Warlords4.exe+2E427C - This speeds up spell learning (change the number to 1 and you will learn the spell in the next turn)
Warlords4.exe+2E41EC - This is gold (change to any positive integer)

All you need to do is manually input these addresses. This only works in the campaign, there are different addresses in skirmishes. Unfortunately, I didn't save them (for some weird reason) so if you need them, let me know.

Things I couldn't work out:
Increasing experience
Increasing allowable mana to above the 20 max
Production of units could not be sped up

The issues: Changing the mana and using it is fine for that turn, but it does not store and you need to redo it every turn. I can't work out how to increase the maximum mana. If you find a way, let me know.

Ok, I did find a way to keep the mana high, but I couldn't get over 30,000 mana and keep it, so it is a bit buggy. But this worked so far:

Address: 00447655 - 89 91 F4416E00 - mov [ecx+006E41F4],edx - set it to "do nothing" (??)
Address: 0046DAF6 - 89 88 F4416E00 - mov [eax+006E41F4],ecx - set it to "do nothing" (??)

I guess it fixes the correction for mana.
