is it still prohibited if im playing on a shutdown game from 2011 and playing by myself on a private server thats empty?

the cheat engine speed hack works on the game and i can edit values of my items but they dont stick however like most games I've tried cheating on when i modified the quest rewards it stuck and gave me the modified quest reward

Is the private server locally hosted? If so, use the GM commands.
