Adding a signature

Can anyone tell me how to add a signature here?
I have spent quite a bit of time trying to find it in the User Control Panel but all I see is the option to DISPLAY one. But not create one, yet in the FAQs, the question there references making one in User Control Panel. I am 100% Confused! Is signatures locked behind a post count requirement? I'm at a loss here

The FAQ is just reference forum crap and not very useful.

The quickest way to get the ability to use signatures is to contribute a lot of tables, get noticed by admins and voila! you can post your signature that you think is cool but isn’t really

The other way that I never went through with it is this

I haven't really thought of it, and I don't know if and when this will ever become live - too many shiznet to deal with at the moment.
