[Help] Speed hack don't work on some games

In some games, speed hack doesn't work, even if v-sync is disabled and if windowed mode is on. For instance, Risk of Rain Returns, no matter what I do, the game won't speed up, but if the speed is turned down (like 0.5), the game actually slows down. Is there any solution or explanation for this?
