Money and XP are easy using Cheat Engine: for money under Scan Type select All and in the drop down that opens select Round, then search for your current money amount with decimal point, then buy or sell something to change it. For XP run the pub for a day; when the pub closes it will show you your XP amount and the amount needed for the next level. Search for your current XP amount, run another day and then do a Next search for the new amount. If you set that to 13k or 15k it should unlock most everything (but it may not show it until the next time your XP increases).
