Here's a simple table I created for 100% drop rate. It requires the drop rate stat to be initialized by the game either through equipment or talent. Keeping the equipment/talent active is not required.
Not compatible with Raynard's table or others that use the same hook address, but it's possible to combine code to increase functionality.

How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1

So, do you need to "activate" a drop rate change in game to get it working? Or can you turn on the cheat in a game that already has a drop rate talent active?

It can be either. Think of it like a list of stats. Everytime you gain a new stat, the game adds it to a list. The order you gain them matters. Stats added to that list will not get removed even though the equipment/talent they came from are not active (stat value will be set to zero instead). This theoretical list is also saved with the current game.
My drop rate script requires the drop rate stat to have been added to that list at some point. If it was added by equipment, it's not necessary to have that equipment active.
