If it can be useful (as aid) I found a modification to the scrip designed to increase the resources available and the amount of available recruits.
the file should be placed in:
Hegemony III Clash of the Ancients \ Resources \ Scripts \ Scenarios
Overwriting the original file (make a copy for safety).
If you want to see the changes, just compare the original file with the edited one with a text editor (eg. Notepad ++)
Looks like all factions and cities starts with huge amount of resources.
Attached scenarios.lua add resources only for player faction.
Attached generals.lua produce general for player faction with good bonuses.

How to use this cheat table?
- Install Cheat Engine
- Double-click the .CT file in order to open it.
- Click the PC icon in Cheat Engine in order to select the game process.
- Keep the list.
- Activate the trainer options by checking boxes or setting values from 0 to 1
