How do I "Extract the zip file into your game folder"?
Open up the zip file with 7-zip or winRAR or something like that then copy the dinput8.dll to your Re4 remake folder where your game .exe is. It should look something like this "C:\Program Files (x86)\Steam\steamapps\common\RESIDENT EVIL 4 BIOHAZARD RE4"
but you can right click the game on steam >manage>browse local files to find it. Then when you launch the game the framework window will show and when you are at main menu click insert to hide its menu.
You could also use the table that gir posted since his table also has the option to disable protection without extracting the .dll.
Here's Infinite Ammo with reload, and an item manipulation script. The way it works is, whatever item you current have selected in the attaché case is the item it will allow you to change under Value.
EDIT: I guess it should really be called Infinite Items because it allows you to infinitely use anything in your case.
EDIT: I added Infinite Spinels.
EDIT: Fixed Infinite Items corrupting quest items. However, your gacha tokens won't be infinite now. Workaround is to just edit their values with Manipulate Current Selected Item.
EDIT: Added Infinite Armor.

on pressing the parry button it would hit without error
yeah probably the only thing u want on expert with little reaction time
Is it possible to add 00:00 game time. It would make it so much better if i don't have to rush PRO in 5:30:00 to get that S+. I hate playing with time limits. I'm the type that wanders around and gather everything. Would be grateful. You already made always 1st save option anyways.
Is there a way to unlock the two standard pre-order items?

There's a trainer that freezes the playtime which would be useful for you, not exactly changing the playtime but still.
I added Always Get S+ to my table as requested by VeralX.
Tested and only got rank S on my first playthrough. I think it is because you set the playthrough value to 0, as S+ rank expected the playthrough value to be 1 instead of 0. I tried to modify your script and remove out the part where the playthrough value is set to 0 and got S+ rank on my first playthrough. Thank you for the table too, really appreciate it
