Could you please explain to us what is the point of that step above? There is no such .sys file in Win64 folder, because, as I believe it so happens, the game has updated their
anti-cheat. I also believe it makes no sense to do all the replace-copy-rename-bla thing, as the game does not use the driver anymore. The anti-cheat is user-mode and VMProtected, one of the game's DLLs. Having said that, can you check that, indeed, the driver is still being used?
If you don't believe me, do this:
- enable the kernel-debugger in CE so that dbk loads (you will see the flashing text on your desktop in top-left part of the screen)
- run the game
- see what happens in about 3 seconds
Now.. if you do all the steps in your post.. you should've bypassed the AC. Yet why is it that you see this?:

client-sided.. but nice for showing off
If you do unstuck or restart game, your inventory will revert to its default server state
How do I know? I did it on my end as well to realize it's just bogus
