Ghostwire Tokyo Waving Hand

I've recently been playing this game, but encountered something weird, in the Utagawa Shopping district there's a hand peeking out from around a corner which fades away after about 2 seconds. I can't find anything about this from any forums or game guides, anybody know what's up with it?
