Then whats the cause ?

I found the solution ( I hope it works for you as well )
first of all have a clean window (as in no game running and cheat engine is not running as well) also have VEH Debugger on just incase.
secondly run the game and then load the save once your save is loaded immediately pause the game and go to the next step.
After that Go to the cheat engine file location and run "cheatengine-x86_64.exe" then press (Ctrl+O) and locate where the cheat table (Kapital.CT) is at and open it.
Now just click [ Activate ] and hooray the scripts and pointers should work now.

if your resources data pointer isn't working then unpause and pause the game and don't forget to enable the resources data script.
restart from the first step if the cheats failed in the middle of gameplay.

How to use this cheat table?

1. Install Cheat Engine
2. Double-click the .CT file in order to open it.
3. Click the PC icon in Cheat Engine in order to select the game process.
4. Keep the list.
5. Activate the trainer options by checking boxes or setting values from 0 to 1

im only play the campaign btw, check the script, then resource pointer, its still ?????. play the campaign until it tell u DEMOLISH THE RUIN for resource..

For those who have the repack cracked version, go the usual route > Select Kapital.exe in process and search for the resource you want to change by typing its current value in the "Value" bar, select "Float" in the dropdown (Value type), and then hit first scan. Next, play your game till the value changes to something else, then type that in and click "Next Scan". You should successfully have only 1 address in your Address bar. Double click on it till it shows in your "Advanced Options" tab. Voila! Change the value to your heart's content.
STEP 1: Select Kapital process

STEP 2: Search for the resource you want to change by typing in value and searching as float

STEP 3: After playing the game for a second or two until the value changes, type new value and press "Next Scan"

STEP 4: Double click address, change value
