Tab 17 gives a detailed guide. What you have to do is open the unlocks file with hex editor (free download) and drag the unlocks file into the program. Right click to select all, then copy it. Open cheat engine, type in the aob associated with mike unlock guide. Click the bottom address with the green numbers ( which is a static address by the way so you don't have to copy paste everytime you restart game), right click the first number on the top left hand corner, and then hit paste clipboard. You should see all the green 000 become 111 on the right hand side which will unlock all purchase slots.

I think it is an excuse they want to ban mods because dlc leaked early on cc and the online cheaters. Take Two known they don't like mods.
