Undo by using aio tool...but right now it's been updated as the newest patch was released today

It was not the tool that caused this, im not even russian.
Yes download the tool above your message and follow these steps:
How to add skill points:
1. Search for numskilltokens in AIO stat editor
2. Add how many you want to add + what you already have
3. Make that the new amount
4. Send stats
5. Change car in game
6. Restart the game

Does the tool ask for your email info? or do you have your user/password stored in your browser unencrypted? How did you think the tool managed to get access to your credentials.
