But the changes DO work, when i go to title screen and back to the game my changes are applied, everything works as suppose to.
The problem is only when i Quit.
This suggests that it has nothing to do with the game itself, but rather with Steam. It might have overridden your local save with cloud save, where your changes aren't stored. Maybe try disabling steam cloud sync, then going through the whole edit process again. If it still doesn't work, it might be your copy, cuz no one else seems to have this issue.

How do you open the for coders section? Clicking the box does nothing for me.

it does reset because you are trying to set max values for effects, but these values are tied to your game progression (the highest level of mission u completed). Meaning, if for example u did only progress trough the first mission, Melee ki damage 12% will be reset to 1% because it is the max value that as been unlocked due to your current progression.

you cant bypass the "anticheat"
Use Efficiency drop down menu, set to either "max value (legit)" or "max value (in data)", Save, Reload. I cant tell witch one of the value is best because the names changed in last CT version and i always get max value due to my progression

Stuff like this is not possible. Upon every load the game runs through a 'sanity check' and resets any invalid values.
