change variable type to double. then change exact value to between, and input a small (-1...+1) range of the cash you own right now.

Go to "X:\CUSTOM\Empire of Sin\EmpireOfSin_Data\StreamingAssets\Settings" - change "X:\CUSTOM\" to your correct path.
Open "DefaultPlatformSettings_PC.json"
Change ""developerMode" : false" to ""developerMode" : true"

If Main Menu has "[Dev] QA Perf Test" under "Quit" button, then Dev Menu is enabled.
Now just Load game or Start new, after ingame press Esc button and click "Developer Options" and then "Cheats". Enjoy.

Left Alt + 1 also opens Dev Menu ingame.

You can do this without changing game files by using settings.json in your user profile.
