Theres a bug, that I suspect due to integer handling on Android, that makes cost values over 1e20 sometimes become negative, you can try to use that bug for Sailing cost.
Since in my case, the costs would jump between -2T unit to 3B, and negative values are treated as 0 here so free upgrades

Look for this and just set 50 to something like 200. It was on line 172957 for me.
