In my main save "Save The Grove" I've 99%ed Act 2, before the trial/execution. I'm probably going to do a second playthrough but I'm being super completionst so I'd ideally like to crack this Minthara thing beforehand.
It seems to me like we've got everything down except one of three paths.
1.) Enabling Proper Dialogue and triggers when spawning a new Minthara.
2.) Spawning and returning to an NPC state (fixing the weird sleep issue) a functional Minthara to the execution scene where they can be transported/triggered properly as well as interacted with.
3.) Spawning a new Minthara in the level via the spawn NPC command, then injecting them with the proper tags to function, path, talk, and interact.

My saves are in a previous post and free to download and I should be available for testing later if anyone has ideas or theories they want me to try.
[Hey I took some time as i was also curious on minthara and found something interesting discoveries
since im in a good guy paythrough i did this test with Kagha shadow quest completed and tifling being saved by technicly killing all 3 leaders quest(yes also theoretically killing minthara)
route used, use the mountain path route instead of underdark as i belive either doesnt matter same results but mountain path is way faster.
my findings as previously stated anytime she is killed there is no dialouge before adding mintahra then adding her and adding her then killing her it simply does complete the quest.
BUT there is a skill for greatsword and longswords called pummel strike using non-lethal damage making any npc uncounscious making the game think its a for of being dead but their not actually dead as if you take a long rest the next day theyll be alive as nothing ever happened but the game still takes this as technicly dying once for some odd reason. But here is where it got interesting going back to minthara in the goblin camp after knoking her unconscious she is not interactable as a npc but this time adding her as a companion she is interactable! After making this discovery i proceded to kill Dror Ragzlin using invisibility this time making minthara abttle the other goblins and not making her hostile after the battle she did die once bit i ued revivefy.
I didnt kill all goblins and sent minthara to camp.
also in the quest journal she is considered dead. so to test these theories for faster testing i used a mod in nexus called god slayer but im sure cheat engine has a way to do this to get infinite invisibility make things easier. SO with infinite invisibility I killed priestess GUT then(unconscoius minthara technicly being dead but not really) then killed Ragzlin.
Next step was to run to moonrise towers. If I bring minthara from camp in the trial the scene plays as usual but the chain breaks and she is escorted to her cage in the mental breaking scenes as usual unfortunatly everyone becomes hostile so i made her infinitlyly invisible and certain cutscenes play out but the final cutscene to complete the quest never shows. the final cutscene usualy show here thanking you and meeting her at camp where shell technicly be in the same tent as helsin.Also unfortunatly the quest journal does not update as normal making that another issue.
Issues to adress is if you did follow it by not killing all 3 leaders(not killing minthara at all in any way)you can still kill the other 2 keep skipping zones to moonriase which will drive out tiflings and not really saving them, mintharas quest will always play with no bugs just normal and will work as normal. Her quest and cutscenes will play as usual also when u leave the prison she is not a regular companion she is a summonable creature until you meet here at camp just like helsins quest as a bear back at the goblin camp.
So this is what I tested so far but im taking a small break from the game as ill be making a trip hopefully this will be useful to you in your findings in some way.
