Many parts of the game are server-sided like wishing and inventory so if someone decided to make the game playable offline it would be like the leaked offline 1.5 dev client, no NPCs, no quests, no wishing system, no stamina system, etc. If you ever decide to try making this game offline, good luck!
How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1

If I bought a low AR account that used hacks/cheats to progress AR and it's still okay after a few days/weeks/month, the account is good right? Since I think the CE detects in realtime and not the whole cheating history of the account?

Several people/groups are working on it. It's true that without a server, most functions won't work, but servers don't need to be hosted over the internet. A local server can make a completely offline release very possible.
