Hello!
Let me introduce my simple table with "Minimum money" option.
Tested on GOG version 2.0.0.2
Your money shouldn't drop below 1 Billion
How to use this cheat table?
- Install Cheat Engine
- Double-click the .CT file in order to open it.
- Click the PC icon in Cheat Engine in order to select the game process.
- Keep the list.
- Activate the trainer options by checking boxes or setting values from 0 to 1

The "1B minimum money" option works with my steam version "Build 14085 Windows 64-bit".
The "no road construction costs" does not work.
