Hi! I couldn't do anything using CE by myself and also could not find anything online. Is it possible to have unlimited resources or resources not decrease by use? Thank you!

Keep in mind this runs in DOSBox (and uses DOS4GW extender).
That said, there mind be little traction on this here (very few like to deal with emulators).
You could try using GameWizard32.

Your milage might be better with SoftIce in a real DOS environment.
If I recall correctly, it involved bit-level magic.
