Still not working for me. I did exactly as the picture. What's weird is I've done this before in xcom 2 so it works, but not for this game.

pretty strange, try then creating symlink manually, find xcom.exe in steam folder, create a symlink to desktop and change target

all righty, i finally got it.
Steam users who tried all of this but still not working, start the game with the shortcut directly.

So, the launcher doesn't pass the allowconsole parameter to the game itself. So you have to Bypass the launcher and run "binaries/win64/xcom.exe -allowconsole"

Doesn't work through steam, you have to create a shortcut (of xcom.exe inside XCOM-Chimera-Squad\Binaries\Win64) to be able to, it seems that the launcher doesn't forward the parameters

Does anyone know the command to set stats and give abilities/perks?

They removed the X2 command to set stats, and I couldn't find an alternative. The table is probably your only option. Just make sure to only use it in the Armory at the base, since it will also affect enemies if you use it during a mission.

If you are having trouble, do the above steps and go to “C:\Program Files (x86)\Steam\steamapps\common\XCOM-Chimera-Squad\Binaries\Win64\xcom.exe” and run the game from there.
