Yes the EN version crash for me on lord promotion cinematics if I use the attributes uncapper
Could try new CT file? You may need to reload a working save game. I found that I was refereeing to wrong offset for Public Order in the Fast Facility Growth script.
How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1

I just tried the new file with a new game.
Unfortunately, the game still crashes as soon as the cinematic for the lord promotion begin to fade in. Maybe the promotion is playing with the attributes as it give a bonus to them.

Lord Promotion, this is when Ruler get promoted to Lieutenant General, etc. right?
I'll need to play a full Scenario in EN version to trace it.
Sir perhaps sir may remove it..then the game will flow properly ..as long we have armies invincible..monies n supplies full..we are blessed..n winning the game..
with the stat uncapper, my game crashes whenever i take a city and select all the captured officers to simultaneously employ/execute/release/capture them
it also crashes when i try to move more than one officer to a city at a time.
I quit the game, then I delete the option 'Cheat Stats(any stats=255 -> max stats', so that only the script 'stat cap - 9999' would run. I start the game, attach the CE, and it doesnt crash anymore.
so I guess the problem must be within the script 'Cheat Stats(any stats=255 -> max stats'
please those who have crashes above confirm if this solves your problem, you might not have an officer with stats above 255 but at least it won't crash.
edited: just tried it myself; crashed in lord promotion scene with the original, didn't crash with the deleted 'Cheat Stats(any stats=255 -> max stats'
