I updated the Linux cheats in ironman mode table, if anyone is interested in something that obscure... It can be found attached to my original post on page 2 (here).
apparently the forum doesn't notify when a post gets updated, so if there's anyone else wondering (it took me 2 days to realize) the table has been updated to x64, link to the new topic is in the first post
i have downloaded it, it is a nice cheat table, but it would be cool if it was possible to set the desirable base tax, production and military development in provinces, like to make province developmet: 20, 20, 20 for ex... is it possible to make it in that table? please respond
@Madfish: Simplest one: Get the table exte. (If you're on 1.28.3), go to the province pointers, click on a province, go to the tax/prod/mil. dev. pointers, set all 3 of them to 20, freeze it, start clicking your own provinces... boom, you've got yourself a nation with unlimited development.

i am sorry. i cannot find the values of provinces in cheat engine. how can i go to pointers? u mean go to pointers in the table? how can i do that? please explain in a more easy and detailed way
and what is table exte? table extension?
now i have downloaded cheat table version 1.28.1 for eu4 and downloaded extension for it. please tell me how can i use extension? should i open both of them or how? im not pro in using cheat engine and need some help. is this site only for pro users of cheat engine??
