Most of the table still works, it's the god mode which is troublesome (well, part of it). If you deactivate the "GMD3" part, the table should work as before. Just don't use the god mode. In case someone doesn't know how to do it, here is a modified version of the table:
Tried this on gog's v3.7. Must capitalize letter "c" in process name, no prob. Minimum money works: sets to 67k. Quick research works: takes 1 day for each. Same for construction/improvement. Minimum basic ores also work: sets to 10 - rather low, wish I knew how to edit this value, but I understand none of this CE's asm lasagna.
Unlimited administrators does not work: it only makes it display as if I have 2 free admins all the time, but in reality the game checks the true value elsewhere and I still run out of admins.
The rest I haven't tried. But thank you for the table!

I tried newest table on GOG's v3.7 and all worked, almost.
Be careful when using God Mode: it keeps ships alive, but it also prevents them from being upgraded. While its on, ideology spawned ships have 0 stats.
The Unlimited Administrators cheat still doesn't work on my game: it only quickly flickers 100 and then it still shows 0. So for GOG version it only modifies visual number.
I'm following the directions regarding using the table. I'm using CE 6.8.3 64 bit. When I load the table, it won't let me check the box to activate the script. Am I missing something obvious? Thanks ahead of time for the help!
I verified and indeed the memory address for Unlimited Administrators is only visual modifier. Must instead modify values that are shown on game administrators details box: either add more to values there or hold starbases and constructions values at zero.
I do not possess the hardware to find the desired addresses... perhaps somebody with better hardware can find a valid address.

General Question: How do the Ideology options work? I'm assuming it's something simple I'm missing. I saw someone asked earlier, but then they just said they figured it out without saying what they did.
As if they were waiting for Reci, we are now at 3.90 with the Star Control Villains. As expected, the scan is unable to find its pattern in order to activate, so I wasn't able to test the options.
