As I said at the start, v.0.20 doesn't work at all except for cash.
redone the 0.20 modification from the 0.19, all seem functional (tested on Gog version 2.1.0.15 with pcgw widescreen patch) may be check Pharaoh executable is write "Pharaoh.exe".

Sure thing! I attached the save file. If you load it, you can see two temples. In the table activate the "[X] <= Gameplay - Maximum Desirability Everywhere" and you should get the event.

IMPORTANT UPDATE: I tested table v.0.21 and the issue still persists
Rollback to 0.19 (once again ^^) + update internal information now (Require CE 7.4 )

Technically, I'm just adding a condition to avoid editing the data that was creating the bug.
Thanks for your save, that's help me to find and fix the bug. (I do some test and it happen in for the fist time on the 2 lasts missions of 2nd campaign then variously on some missions even on mission without 'island' )
If the table 0.22 don't work i add the way to edit the table. (until i find a other computer to test/debug this.) Way to handily edit your 0.19 table to patch the bug
1: Uncheck the script and Open the script by clic on script
2: CTRL+F or right click and select find
3: search 64646464
4: Above the code line "mov eax,64646464"
Copy-Past: cmp bx,ffff // Patch Kingdom road blocked
je _ExitDesiSetMax
5: Click OK and save the table to keep the modification.

I borrowed a pc for a short time to temporarily install pharaoh and CE to quickly test the latest table on the 2nd campaign (I lost mychecklist :facepalm:) but I recall that everything seemed to work except the 'sandbox (openplay) ' and i don't have opportunity to test some Events triggers.
Well, it seems Pharaoh a new era use unity engine, according to my last attempts (and despite of goods advisors), it seems i'm not really good to make tables on this modern engine.
So I recommend you to look on the side of people who are more talented than me on this engine,who are already provides usable tables ^^
