Here, this was built for 1.5.19.1, seems to still work on 1.5.20.3 at least.
Mostly the same as before.
This is new:
- Deposit Yield Override; Allows you to change the resource output of a resource pile (not a mine!), e.g from stone to iron. First, select the resource type in the table. Then, back in the game, hold the Y key as you move the mouse over the pile. The resource will be changed to the new one. The graphics won't update - you can force that by saving the game and loading that saved game right away.
Starting at v1.6 the game is no longer IL2CPP - it's standard CIL, so you can use any standard tools to hack the game to smithereens.

Depends on your preferences.
You can use the built-in features in CE itself, or, find specialized and more advanced toolkits such as [Link], for example.
