Freezing empire size only seems to help for research costs. To get a hold onto the leader upkeep that'll eat a huge chunk of energy I had to come up with a different solution.
I ended up setting tech_repeatable_improved_core_system_cap sufficiently high, which is still an ugly hack but kind of works for both tech and leader upkeep costs.
However I have absolutely no clue how to get the edict cost values under control.
How to use this cheat table?
Install Cheat Engine
Double-click the .CT file in order to open it.
Click the PC icon in Cheat Engine in order to select the game process.
Keep the list.
Activate the trainer options by checking boxes or setting values from 0 to 1
The extension is also updated, the only thing it updates is the civics/ethics pointers though, everything else still works: viewtopic.php?f=4&t=101&p=759#p759
If you want to quickly do a manual change, alter the pointers to these:
Ethics: stellaris.exe+115E54C
Civics: stellaris.exe+115EE2C

Hi Recifense, thank you so much for the continued updates. I have two issues.
1. The main script still cosmetically says bbf4 instead of 5b48.

<edit>2. Nevermind, i found the offending mod. I made the fatal mistake of thinking you would somehow be responsible for the changes that others make. You're script is wonderful.</edit>
The offending script was Guilli's planet modifiers for 2.2
I have just updated the table for "Stellaris - Megacorp" version 2.2.2. Please look at the first post.
A Fix in selecting megastructure. Sorry for that, but I think it is the paradox effect: A release today and a hotfix tomorrow.

I take the blame for this one. After peeking around so much I thought 'Why not try to cross of one of the late game achievements, they are all on holyday break already there should not be another patch coming until next year.'
We all know how 'that' turned out.
In case you're wandering how it turned out with me, I ended up doing a full clean reinstall of stellaris and then the table started working, so one of my files might have been corrupted enough to disagree with the table.

Use this command repeatedly. Solves a lot of problem.
I usually use research_technology tech_repeatable_improved_core_system_cap
If I want to play cheat but dun want to overkill and want to research other tech properly ...with lets say ..... start a new game beginning with super high admin efficiency & dark matter shields for my ships ....
Macro it to a button, set it to run many many times, go drink a cup of tea
then input research_technology tech_dark_matter_deflector
wallah ... activate a few of the cheat engine codes & I will enjoy playing the game with shields and efficiency but yet have to earn the resources, go around survey planets, ...
