If you mean normally, you need to hunt down a monster of the armor set you are interested in (not capture) at least ones and skin him for the full required times, as well as accept all materials at the end of the results. This way when you get to the weaponsmith the following return, your set pieces will be unlocked. I know this for a fact cause due to manual unlock with the CT files on a new account I reached as far as 60 whilst having most of my pieces still locked. If you possess one of the materials, the armor for it should unlock, for monster armor it's enough if you've seen the monster. And since I just added "Gather specific item" (and "Catch specific pet") to my table, you should be able to just gather the item you need. @everyone: Same with pets, you can catch any pet, and it'll register as the pet you wish.
