No, it does not have one, you just did not find the right value (they are stored at different places, that much is true, so you need to find the "real source").
Resources, needs, all that are easy to change.
At least, that was my experience in the 30 mins I spent with this game (played offline).
Too bad the game sucks. I was hoping it to become the next Startopia...

Just started game, searched for ALL types for money and find many addresses for it (7 Float and one 4 Bytes ). Works for now.

Yeah, i cant change values too

But it's simple - find float and 4bytes values (about 8) and change value for all at once. I make it 6 levels already. For research float only values but not always trigger level of disease.
