i seem to have the same problem. For the trainer to WORK with the GAME, you must RUN THE GAME FROM THE DIRECTORY, and NOT RUN THE GAME FROM STEAM!
To do this, go to where the game is at, generally here: C:\Steam\steamapps\common\OUTRIDERS Demo\Madness\Binaries\Win64
Then run the executable: OUTRIDERS-Win64-Shipping.exe
Then go outside and start yelling at trees for 15min, come back and launch the game.

If it's anything like Gears 5 you won't be banned for cheating in Single Player, but who knows? Well I did only do it in single player and I admit, I nabbed the legendary weapons to muck about with them before release.
